Page 52 of the manual marked "Power Wiring Diagram".  Fuses F1 and F3 for the aux. power driver board are flip-flopped as to what solenoids / flashers they power.  The bottom diverter, top diverter, drop target reset 4 (I), and drop target reset 5 (C) (solenoids 17, 19, 21, & 22) are powered through fuse F3, not fuse F1.
