Page 70 of the manual marked "Power Wiring Diagram". Fuses F1 and F3 for the aux. power driver board are flip-flopped as to what solenoids / flashers they power. The 3 jet bumpers (solenoids 19, 21, & 22) are powered through fuse F3, not fuse F1.
Refer to the aux. power driver board schematics on page 61 for the correct fuse designations.
